On June 12, 2019, an agreement was reached between the employer and 15 negotiators regarding the damages caused by Phoenix. The PSAC did not accept the terms of the agreement, which includes up to 5 days of paid leave and compensation for financial and non-monetary losses. This agreement regulated the share of damages in the ongoing recourse of these bargaining agents and their members following the filing of unfair complaints and political and individual complaints. Recruitment and engagement information strongly indicates that PA Group compensation levels are appropriate to attract and retain a sufficient number of employees. There is no indication that increases are needed beyond the model established to date for the federal public service, with collaborators represented, to recruit and retain staff in the PA group. .
